Sony Ericsson has announced the EC400 and EC400g ExpressCards. The EC400 and EC400g both have support for HSDPA and HSUPA with speeds up to 7.2 Mbps down and 2.0 Mpbs up. Overall pretty standard features except for the EC400g which also has an integrated GPS receiver.
Expect the EC400 and EC400g to be available around the middle of the year.

It’s a small, small consolation, but Apple has donated free iPod nanos to over 100 kids in a California school district who lost their homes in the recent wildfires. Affected high school students in Poway, California, received the devices after Steve Boyack, husband of a Poway city councilwoman, noticed that fundraising and gift drives organized by the city targeted mainly young children and older folks and decided to write Steve Jobs an email at his famously public email address. Steve didn’t write back, but Michael Foulkes, Apple’s senior manager for state and local government affairs, soon had the iPods on their way. Apple being Apple, it’s declined to comment on the story, and Boyack says the company didn’t want any publicity to begin with, saying, “It was strictly from the heart and just wanting to help.” Love or hate Apple, you’ve got to respect them for trying to provide at least a little holiday cheer.

The debate over RFID implants continues to rage on several fronts, as California has just enacted a measure prohibiting employers from requiring employees to get tagged. The bill’s sponsor, state senator Joe Simitian, says RFID is a “minor miracle,” but called mandatory tagging “the ultimate invasion of privacy.” California joins Wisconsin and North Dakota in prohibiting required RFID implantation, and we’d expect to see other states follow suit — although embattled RFID vendor VeriChip says only 2,000 people have implants, the jury is still out on safety of the devices, and the idea of being required to get an implant is pretty distasteful — exactly the sort of soundbite-friendly issue a politician can get behind.

Arnold Schwarzenegger isn’t as much fun as a Governor as he was in The Terminator… just ask California’s teen drivers. The former action movie star has signed a new bill — which we told you about in August — into law, making it illegal for anyone aged 16 or 17 to use a mobile phone, pager, laptop, or handheld computer while driving a vehicle. Effective July 1, 2008 (the same day that California’s ban on non-hands-free mobile-use while driving takes effect), the state will begin to fine offenders $20 for their first incident, and $50 for each recurrent violation. The law is targeting teen drivers due to the wealth of statistics that demonstrate young motorists are more likely to end up in car accidents which result in death. According to reports, 13.6-percent of all fatal accidents are caused by teenagers, and studies show that car crashes are the leading cause of death for people between the ages of 16-19. “The simple fact is that teenage drivers are more easily distracted,” said Schwarzenegger in a statement, adding, “We want to eliminate any extra distractions so they can focus on paying attention to the road and being good drivers.” He then paused and remarked, “We just don’t want to say ‘Hasta la vista, baby’ to young drivers anymore.”

Not long after hearing about England’s newfangled auto-ticketing system comes word that San Franciscans could soon be facing something similar. If signed into law by Governor Schwarzenegger, “forward-facing digital video cameras would be installed on city buses,” which would then be used to automatically ticket the owners of vehicles that are caught “blocking buses.” The cameras would presumably be used to photograph vehicles that are in bus-only lanes, and interestingly enough, the proposed law also authorizes Municipal Transportation Agency “employees to access sensitive personal data” from the DMV for ticketing purposes.

Even with its highly visible attempts to clean up its image, “embrace” open standards and play “nice” with the Linux kids, Microsoft is still in the dog house as far as a California-led coalition of states is concerned. They want to extend court oversight of Microsoft, which is currently set to expire this November, for another five years, to make sure the software giant continues to comply with the anti-trust settlement reached back in 2002. Connecticut, Iowa, Kansas, Minnesota, Massachusetts and the District of Columbia are all in on the action, no word yet on how it’ll all play out.

It’s already taken aim at mandatory RFID tracking of students, and now the California state senate is looking to ban the chips from being forced upon employees of all sorts across the state. According to The Los Angeles Times, the new bill specifically bans mandatory RFID implants, and doesn’t appear to encompass RFID technology used in cards or badges. While he called RFID “a minor miracle, with all sorts of good uses,” State Senator Joe Simitian (who first proposed the measure) said that “we shouldn’t condone forced ‘tagging’ of humans. It’s the ultimate invasion of privacy.” Nine senators apparently disagreed, however, including Bob Margett who called the measure a “solution looking for a problem.” That opinion seems to have been unable to stop the tide of anti-RFID sentiment, however, and the bill is now just one signature away from becoming law.

For those paying attention, you’d know that betting the farm on San Francisco’s muni WiFi project ever coming together wouldn’t exactly be the best move, but it appears that Sonic.Net is stepping in to provide an alternative. The California-based ISP has reportedly conjured up an initiative to bring an ad-supported MuniFi model to San Franciscans, and would utilize hardware from Meraki. Apparently, Sonic.Net customers can snag a Meraki wireless mesh router “at a subsidized cost,” which would enable them to share “up to 500kbps” of their DSL line. Users of the service will spot a Google ad bar atop their browser, and there’s even mention of ad revenues being shared with customers in order to reduce their monthly bill in the future. Notably, the platform could even expand to “other areas” outside of SF if it proves successful.
